Sequim City Council Completes Performance Review of City Manager Charlie Bush

The Sequim City Council completed a performance review of City Manager Charlie Bush during an Executive Session on August 2, 2017.

The Council used a rating system of 1-10, with 8 representing “very good,” 9 representing “excellent,” and reserving 10 for a score of “perfect.” Based on a review of the progress achieved by the City Manager in addressing the multiple goals specified by the City Council, the Council’s consensus indicated high satisfaction with the progress made and rated the City Manager’s performance as “very good” having scored an 8.8 on a 10 point scale. In doing so, the City Council indicated their appreciation of the City Manager’s enthusiasm, communications that highlight listening, adept collaboration both internally and externally, management excellence and organizational development initiatives.

Mayor Dennis Smith stated, “Sequim is indeed fortunate to have Charlie Bush as City Manager. Our facilitator for the recent evaluation stated that in all the years he has been doing these evaluations he cannot remember when the deviations between each individual Council member, or scores for the City Manager, had been so close. This means that each member of the Sequim City Council sees the same reason to rate him as we did; because he deserves it!! Charlie is totally involved in the actions of the City and the community.”

Looking toward the future, the Council enlisted the City Manager’s attention and support in achieving greater efficiencies, improving technology and striking an appropriate balance of city and regional focus of attention.

In an Executive Session on August 2, 2017, the City Council agreed to a retroactive market pay increase of 1.5% and a retroactive merit pay increase of 2% dating back to January 1, 2017. This increase reflects the City Manager’s performance for 2016. In recognition of the 18-month-period between evaluations, Bush will also receive a 1.5% market increase and a 2% merit increase on January 1, 2018, consistent with other non-represented staff in the City. This increase reflects his performance for 2017.

“I am thankful for the opportunity to serve the City Council, our employees, and the Sequim community. I appreciate our City Council taking the time to provide some feedback that will help me to be even more effective in the coming year,” said City Manager Bush.
