New Police Station & City Hall Progress

Progress continues on the development of a new Police Station and City Hall. The Serenity House property adjacent to the current City Hall has been acquired; and space needs requirements, costs estimates, and alternative site plans have been developed. In August 2012, the voters approved a .1% sales tax Public Safety Levy for a Police Station and Emergency Operations Center (EOC). In December 2012 a Request For Qualifications was issued for Project Management Services, which is expected to be presented to the City Council for approval on February 25, 2013.


Financing
Financing will be either a City Council approved tax exempt bond issue, which would be sized as to the total project costs plus cost of issuance of the bonds, or a bank qualified loan.

The 2013 Budget includes $650,000 for project management and design.

The combined Police Station and City Hall will be approximately 30,000 to 36,000 sq. ft. in size. The project will incorporate community space, including an outdoor area for events and gatherings. The total project cost is expected to range from $11 million to $14 million.

Next Steps
• Once a project manager is contracted, a competitive process will be conducted to select a team of architects, contractor and developer to design and construct the project for a fixed not to exceed price.

• Contractor and developer selected by early summer of 2013

• Issuance of loans or debt for project by winter of 2013

• Begin construction by spring of 2014
