Sealed Proposals will be received by the undersigned at the City of Sequim, City Hall, 152 West Cedar Street, Sequim, Washington 98382, up to 2:00 p.m.; local time on Wednesday, August 22, 2012, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct 2012 Bituminous Surface Treatment and Subsurface Repair Project.

This Contract provides for the construction of three separate schedules: Schedule A includes approximately 1,700 linear feet of roadway improvements on Rhodefer Road; Schedule B includes approximately 550 linear feet of roadway improvements on North Seventh Avenue, between West Washington Street and West Spruce Street; and Schedule C includes approximately 2,900 linear feet of roadway improvement on West Sequim Bay Road, from Rhodefer Road to Washington Harbor Road, and 150 linear feet on the Oakridge Drive cul-de-sac. The improvements include, but are not specifically limited to, performing subgrade and pavement repair, preparing the asphalt roadway for bituminous surface treatment, shaping and grading the existing gravel road (Rhodefer Road only), constructing a multiple course bituminous surface treatment (BST) roadway, and other miscellaneous items as further shown, described, and indicated in the Contract Documents.

The Work shall be substantially complete within 20 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, City of Sequim, Washington.

The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Contract Provisions. All Proposals must be accompanied by a certified check, cashiers check, money order, or bid bond payable to the “City of Sequim” and in an amount of not less than five percent (5%) of the total amount bid.

Contract Provisions and Contract Plans may be examined at the office of the City of Sequim, local plan centers in the project area, or the office of the Project Engineer, Gray & Osborne, Inc. Licensed Contractors and Material Suppliers may obtain a copy of the Contract Provisions and Contract Plans, free of charge, in electronic format (PDF on compact disk(s)) along with registration as a planholder only at the Seattle office of the Project Engineer, Gray & Osborne, Inc., 701 Dexter Avenue North, Suite 200, Seattle, WA 98109, (206) 284-0860. Registration as a planholder is required to obtain Contract Addenda. Contract questions shall be directed only to the office of the Project Engineer.

Financing of the Project has been provided by City of Sequim, Washington. The City of Sequim expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the City.
